U.S. Naval Forces Europe and Africa / U.S. Sixth Fleet (NAVEUR/NAVAF/C6F) intends to negotiate on a sole source basis under the authority of FAR 6.3 from OneBrief of Honolulu, HI to provide a collaborative software solution to support planning and operations for NAVEUR/AF, with potential expansion to include Commander, Sixth Fleet (C6F) and subordinate Component Task Forces (CTFs). The desired software should be accredited for and should allow global collaboration capabilities for planning and conducting operations in competition, crisis, and contingency scenarios across Impact level (IL)-4/5 (NIPR), IL-6 (SIPR), and IL-7 (JWICS) networks. Key features include customizable dashboards for diverse working groups and projects, enabling the display and simultaneous manipulation and editing of military orders, timelines, command relationships, and maps. The system must be compatible with existing government systems, including Command and Control Intelligence Environment (C2IE) and MAVEN. It should also provide a robust version control system for military orders, allowing users to track changes and revert to previous versions. Additionally, the system should include features such as data import from and export to standard formats, including Word, Powerpoint, Notepad, PDF, GIF, PNG, JPEG, CSV, etc. for reporting, analysis, and presentation purposes. This is a sole source solution in as much as OneBrief is the exclusive developer, seller, marketer and distributor the collaborative software solution currently being used by NAVEUR/NAVAF. Access to the software is not available through any other interface or vendor.
No solicitation package will be issued, and this notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. The government will consider responses received by 5:00PM, CEST (Central European Summer Time) UTC/GMT +2 hours, on 26 September 2025. Written responses to this synopsis shall contain sufficient documentation to allow the Government to determine when the respondent can establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
