Summary

Mandatory Site Visits
Mandatory site visits will be held on May 28, 2025 at the Pickaway Correctional Institution, 11781 State Rte 762, Orient, Ohio and the Correctional Reception Center, 11271 State Rte 762, Orient, Ohio, to survey the facility and discuss the requirements of the solicitation.  The site visits will commence promptly at 9:00 a.m. starting at the Pickaway Corrections Institution then moving to the Correctional Reception Center, barring an unforeseen circumstance that results in a delay of the site visit. Please plan for approximately three hours. Attendance will be taken. The State will not be responsible to an Offeror for its failure to obtain information discussed during the site visit due to its arriving after the site visit has convened. Offerors who fail to attend the mandatory site visits will be deemed not responsive.


Purpose and Background

The purpose of this RFP is to solicit proposals for a single experienced Opioid Treatment Program (OTP) provider to provide Medication-Assisted Treatment (MAT) services within Ohio Department of Rehabilitation and Correction (Agency) institutions. The Agency wants this RFP and the resulting Contract to expand access to MAT, specifically the use of buprenorphine in pill form and methadone in liquid form, to address opioid use disorder among incarcerated persons.

The Agency, in partnership with the Ohio Department of Mental Health and Addiction Services, is responding to the national opioid crisis by expanding access to evidence-based treatment strategies. This initiative aims to improve treatment outcomes and enhance continuity of care for individuals transitioning from the community to correctional settings and vice-versa.

The Agency has established MAT services within its facilities. The Agency is seeking a Contractor to continue program services at five Primary Medication Units and nine delivery locations.

The Agency screens patients for substance use problems upon institutional admission with the Texas Christian University Drug Screen 5. The Agency found that over 19,000 incarcerated persons had a history or diagnosis of substance use disorder between July 1, 2023, and June 30, 2024. The RFP seeks to provide treatment of a fraction of those incarcerated persons, who are not opioid naïve. The estimated maximum program census is 900 incarcerated persons with previous documented history of MAT prior to incarceration.

Federally-licensed OTPs are the only programs authorized to dispense all three forms of MAT. OTPs are one of the most heavily regulated programs in the medical industry because of the comprehensive array of medical and counseling services they provide, and they have shown excellent short- and long-term patient outcomes since the inception of OTPs nearly 50 years ago.

Ohio Administrative Code 5122-40-15 permits a community OTP to act as a “hub” for one or more smaller OTPs or “medication units” (a.k.a., spokes). Medication units can be extremely useful because they can be much leaner than a community OTP, and they can be run at a much lower administrative cost due to modified administrative code requirements. Ohio Administrative Code 5122-40-15 allows medication units within criminal justice settings, so the Agency has deployed specialized spokes that provide any form of MAT to incarcerated persons.
