Description

The Government anticipates a single award fixed priced contract for OWCP Wide Pharmacy Benefits Management (PBM) Services on behalf of the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP).



AMENDMENT 0004- February 13, 2025



The purpose of Amendment 0004 is as follows:



1. The following sections in the solicitation have been updated to provide revised language and/or deletions to requirements. Referenced sections in the PWS and/or solicitation are highlighted in yellow. It is imperative that the revised solicitation is reviewed thoroughly to ensure all updated sections have been addressed.



Deleted Solicitation Sections:




  • Volume-Factor 1-Technical Approach Subfactor 1- Understanding of the Requirement “PWS Parts 1.9, 1.14 and 1.15 &” are deleted. (RFP pg. 104 &113).

  • Bullet-“Personnel”-1.6.13 on page 104 is deleted.



Revised Solicitation Sections:




  • Technical Subfactor 2– Transition-In Plan - Transition-Out Plan



The following language is inserted: “At a minimum, the contractor’s understanding of the requirement shall address the following PWS sections: 1.6.17, 1.6.17.1, 1.6.17.1.1, and 1.6.17.2.” (RFP page 104 & 113)




  • Technical Subfactor 4-Key Personnel and Staffing –PWS Sections 1.6.13, 1.6.14 will only be evaluated against this subfactor. (RFP page 105 and 114).

  • Referenced PWS sections 1.16.13 and 1.6.14 can be found on pages 12 and 13 of the RFP.

  • Referenced PWS sections 1.6.17, 1.6.17.1, 1.6.17.1.1 and 1.6.17.2 can be found on pages 14 and 15 of the RFP.



2. The Government will only accept revised technical proposals from vendors who responded timely to the original proposal submission due date of February 3, 2025, at noon. Vendors shall submit final technical proposal revisions addressing each of the referenced subfactors. If changes to the technical proposal result in changes to the price proposal, vendors shall submit revised final price proposal revisions. Revised proposals shall be submitted via email to Helen A. Williams at williams.helen.a@dol.gov no later than 12:00pm (NOON) ET on Tuesday, February 18, 2025.



3. The Government will accept revisions to the following volumes:



Volume I-Technical Proposal-Subfactor 1-Understanding of the Requirement, Subfactor 2 – Transition In Plan – Transition Out Plan and Subfactor 4-Key Personnel and Staffing.



Volume III-Factor 3 -Price/Discounts. Updates to Volume II-Past Performance will not be accepted.
