Global Reconstruction and Measurement System (GRAMS) Enhancements

Description:

Naval Air Systems Command (NAVAIR) Patuxent River, MD, issued a modification to delivery order N0001924F0188 under Basic Ordering Agreement (BOA) N0001920G0003 to Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, ME 04011 on an other than full and open basis.

This modification added a Firm Fixed Price (FFP) Contract Line-Item Number (CLIN) for the procurement of software data packages and engineering change proposals to the technical data package of the Global Reconstruction and Measurement System (GRAMS). These changes will detail the changes required to provide cloud-based architecture for the Impact Level (IL) 6 cloud-based architecture based on the IL5 prototype developed under the delivery order.

This effort was synopsized under N00019-25-RFPREQ-APM264-0168 on 29 January 2025 and this contract modification was awarded on 24 April 2025 in the amount of $266,448.85. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Justification and Approval (J&A) number 19-0542.
