Description

The Medicaid and CHIP Payment and Access Commission (MACPAC), a nonpartisan legislative branch agency, intends to release a request for proposals (RFP) to establish a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. MACPAC is seeking contractors capable of undertaking short and long-term studies and analyses on a wide range of topics relating to Medicaid and the State Children’s Health Insurance Program (CHIP) including payment, access, quality, managed care, program integrity, spending, long-term services and supports, etc. Offerors should demonstrate competence in three or more of the following types of work: Convening, soliciting, and analyzing information from stakeholders; conducting environmental scans and information syntheses; conducting limited surveys and focus groups; analyzing survey and administrative data; and modeling, actuarial analysis, and policy simulations.



This procurement will be a full and open competition. There is not a specific number of awards that will be made. The period of performance for this IDIQ will be October 1, 2025 through September 30, 2035. The NAICS for this procurement is 541720.
