THIS IS A COMPETITIVE SOLICITATION FOR A FIRM-FIXED PRICE CONTRACT IN ACCORDANCE WITH FAR 15, NEGOTIATED PROCUREMENT, USING THE LOWESTPRICE TECHNICALLY ACCEPTABLE APPROACH, TRADEOFFS WILL NOT BE PERMITTED.THE NAICS CODE FOR THIS PROJECT IS 237990 - OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION.
