Question 1 SOW states Contractor shall provide two temporary water storage tanks, each holding at least 6,000 gallons. Tanks shall be piped together and tied into the water service and distribution lines. The temporary water storage tanks shall be able to hold at least 70 PSI of water pressure
Using tanks that are 6,000 gals and able to handle at least 70 psi of pressure is tall order. Those type of tanks are very expensive at that size. Is it possible to use static tanks with temporary pumps that could be triggered from the BMS?
VA Response:Â Â Yes, that would be fine. The tanks are intended to be used as a temporary tower. The 70 PSI will be maintained with the water pumps in building 2. The VA intends to have the water service flow through the tanks to keep the stored water fresh. The tanks will be wired into the BMS system at the water tower. The BMS is a Siemens Desigo Building Automation system.
Question 2 SOW states Water tanks shall be wired into the Building Management System (BMS) to communicate with the two VFD water tower supply pumps in building 2 to maintain a full condition. The water tanks will serve as a temporary water tower, providing an emergency supply of water to the campus in case of any failure by the municipal water system.
We are not quite clear on what is needed and how to integrate the tanks into the BMS.
What needs to be integrated ? Is it the pressure and / or levels?
VA Response:Â A level indicator needs to be on the tanks to be sure they remain full.
Question 3 Since the opportunity was changed from SDVOSB set aside to small business set aside, will the VAAR evaluation factors for SDVOSB/VOSBs be included 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors?
VA Response:Â Â No.
Question 4 The solicitation documentation (SOW, section 3 Task & Requirements, number 12) contains a reference to completing the work in compliance with the Vermont Department of Environmental Conservation, Drinking Water and Ground Water Protection Division VA Hospital Permit to Operate (WSID 12037) dated 6/6/17 . Will you please provide a copy of this document?
VA Response:Â Â Yes. See attachment.
Question 5 For exterior pressure washing, are we required to capture water or allow it to run to the ground as long as we collect paint chips and other debris?
VA Response:Â Â Water is not required to be captured, as long as paint chips and other debris is collected.
Question 6 Are there any as-builts showing details of the tank itself (e.g., detailed schematics for the tank, ladders, walkways, hard points that we can rig from, etc.) If so, will you please provide?
VA Response:Â Â Yes. See attachment.
Question 7 Please confirm the Site Safety and Health Officer (SSHO) may also be the production supervisor.
VA Response:Â Â As long as both roles can be performed fully successfully, they may be managed by a single person.
Question 8 Section 13 90 00 2.01.B. of the spec calls out Tnemec as basis of design and states that product by Jotun and Hempel coatings will also be considered if they meet the performance criteria. Will alternate manufacturers (e.g., Sherwin Williams, PPG, Carboline) be deemed acceptable if they meet the performance criteria?
VA Response:Â Â Yes, alternative manufacturers will be deemed acceptable if they meet performance criteria.
Question 9 Section 13 90 00 3.01.B.1 calls out SSPC SP-11 Power Tool Cleaning to Bare Metal for all repair areas. Please confirm this is only for heavily rusted areas and that areas with sound coating are to be pressure washed in accordance with SSPC WJ-4 Low Pressure Water Cleaning in advance of overcoating.
VA Response:Â Â Correct.
Question 10 No alternate for exterior surface prep and coating including full abrasive blast and recoat found in the specification. Please advise if this alternate price is to be provided.
VA Response:Â Â No alternate line items are proposed.
Question 11 Will owner provide water at no charge for disinfection following coating scope of work?
VA Response:Â Â Yes.
Question 12 Please confirm the third party inspector shall be at a minimum NACE CIP Level 1. (SOW, section 3 Task & Requirements, number 24B).
VA Response:Â Â NACE Level 1 inspector may be used to monitor the painting and cleaning and ensure compliance with the specifications. But the onsite NACE Level 1 inspector must be supported by a NACE Level 3 inspector to assist with technical support and quality control.
Question 13 Are we required to fence the project area?
VA Response:Â Â No, access to natural gas plant needs to remain accessible.
