This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

This solicitation is open-market, set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) vendors.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 with a small business size standard of $25.5 Million.

The FSC/PSC is R425.

The Department of Veterans Affairs is seeking a firm fixed-price service contract for the Energy Control Procedures (ECP)/Lockout Tagout (LOTO) procedures at the Syracuse VA Medical Center and Rome VA Clinic within 180 days of award date.

All interested companies shall provide quotation via the attached 36C24224Q0406 Pricing Worksheet excel spreadsheet, updating only the unit-price column (column J). See additional documentation required with quote at section 14 of this document.

Description of requirement (See attached Scope of Work (SOW)): The contractor shall provide all materials and labor identified in the SOW.

FAR 52.212-2, Evaluation Commercial Items . Addendum to 52.212-2:
Basis for Award: The Government will award a contract to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Responses to this RFQ shall contain sufficient information to conduct a comparative evaluation of the following factors:
Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation/SOW and based on the information requested in the instructions to quoters section of the solicitation. (See section 14-17 for additional documentation required).
Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. No relevant past performance shall be rated as neutral past performance. Contractor shall provide three (3) relevant references that may be contacted by the Contract Officer.
Price: The Government will evaluate the price by adding the total of all line-item prices (see attached pricing spreadsheet). The total evaluated price will be that sum.
Site Visit: Contractors shall attend a site-visit on Wednesday, April 3rd, 2024, at 10:00am EST to view the requirement at the Syracuse VAMC and Rome VA Clinic (Donald J. Mitchell VA Clinic) at 1:00pm (the same day). Contractors shall email the Contract Specialist (Nathan.Northrup@VA.gov) no later than Tuesday, April 2nd, 2024, at 12:00pm EST with their intention to attend and specifics will be provided in return. No other site visits will be provided. Contractors that do not attend the site visit shall be excluded from competition.
Limitations on Subcontracting: Quoter shall sign/certify the attached limitations on subcontracting document in accordance with VAAR Clause 852.219-73 and 852.219-75.
Evaluation Approach: The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations.
FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services applies to this acquisition. Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services. If paragraph (j) of the provision is applicable, a written submission is required.

Capability statement demonstrating technical capability to meet all the requirements in the SOW.

Performance Plan: State the development/implementation strategy for the Brady Link360 LOTO program at both the Syracuse VAMC and Rome VA Clinic. Alternative strategies, line-item configurations, or systems may be submitted with quotes for consideration.

Performance Schedule: Provide a detailed task-specific schedule including projected start and end dates of the work.

Past Performance: Provide subject matter experience summary and three (3) prior procurements of equivalent nature and references the CO may contact.

Signed/certified Limitations on Subcontracting document.

Contractors shall be registered and verified in the SBA VetCert database (https://veterans.certify.sba.gov/) and must meet federal small business size standards for the NAICS code assigned to this solicitation at time of both quotation submission and at time of award.

To facilitate the award process, all quotes shall include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition. , OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoters shall list exception(s) and rationale for the exception(s), if any.

Submission of your response shall be received not later than 12:00pm EST, Friday, April 12th, 2024. The Government shall only accept electronic submissions via email, please send all quotations to the Contract Specialist at Nathan.Northrup@VA.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
