Non-Personal Healthcare Service, Commercial Item, Indefinite Delivery/Indefinite Quantity (ID/IQ), Labor Hour Contract with Fixed, Fully Loaded (all-inclusive) Hourly Rates to provide Emergency Department Management and Staffing Services for the Pine Ridge and Rosebud IHS Hospitals, South Dakota.
Tribal Health is currently performing the same work under the incumbent contract which expires December 31, 2023. The contract was awarded with a period of performance of July 1, 2023 through December 31, 2023 under the authority of FAR 6.302-1 Unusual and Compelling Urgency JOFOC. This Justification for Other than Full and Open Competition (JOFOC) supports an extension of the current contract for no more than six (6) months to maintain continuity of services at the two (2) largest Service Units by patient volume – Rosebud Hospital and Pine Ridge Hospital – during the time necessary to complete the actions for the agency’s anticipated follow-on competitive solicitation for GPAIHS ED Management and Staffing Services. The resultant contract award Period of Performance shall be a minimum performance period of July 1, 2023 to June 30, 2024 for shift coverage to commence on January 1, 2024.
The Justification for Other Than Full and Open Competition (Federal Acquisition Regulation 6.302-2: Unusual and Compelling Urgency, 41 U.S.C. 3304(a)(2)) was approved on 11/30/2023.
