TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted, our response follows in RED.
1. Where will the 5 successful subrecipients be selected from? They will be selected
from the bids received and scored.
2. What is the total amount of funding allocated for the contract? $51,702.00.
3. Can M/WBEs apply and if so are extra points awarded to M/WBEs?
No, extra points awarded.
4. Where do we state on our proposal the amount of our proposal? The bidders can
have a 1 page titled Cost and Fees. Include applicable costs for the goods and/or
services for each element in the scope of work. Examples: Overall Project
management, Outreach intervention services, Counseling, Mentoring, Data
Collection-Reports, Stakeholder/engagement/community partner meetings. List total
costs.
5. Do we need to submit a 12-month budget? Project cost should be based on
Assumptions-Project start March 2024-June 30, 2024.
6. Is this a reimbursement grant/contract? Reimbursement grant.
7. CLEARLY MENTION WHAT IS “BASE” VS “ALTERNATE #...” –bidders will be
evaluated on your BASE. Will a statement saying , “all cost/bid in this proposal is
base”, would that be acceptable? Yes, that is acceptable.
8. Is there a certain number of M/BEWs we have to commit to working with even if we
are a LOSB organization? No requirement.
9. Is there a scoring rubic that will show how many points each area is worth. Yes.
10. A list of current and former clients for whom the Proposer has provided services
similar to this bid (with preference given to clients comparable to Shelby County
Government), is to be submitted and, for each such reference, the business name,
the identification of a contact person, the title of the contact person and a telephone
number: Can we use our current Shelby County government homeless prevention
contract as one of our references seeing that we are mentoring the kids of the
parents we are helping and guiding them towards education and to avoid violence?
Yes.
11. Will the contract be awarded to the lowest bidder or the best value for the county?
Proposers are advised that the lowest cost-responsive proposal will not necessarily
be awarded the contract, as the selection will also score on professional and
technical completeness, per the scorecard attached to this bid. The
evaluation/selection process may exceptionally include a request for additional
information (from Purchasing only), to support the written proposal.
12. I often get confused or the way to arrange the offer, is there a standard order you
would like to see the martial presented? The proposal format starts on page 23 of
the RFP document.
