This is a sources sought notice and does not constitute a request for proposal, request for quote, or invitation for bid. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The intent of this notice is to identify potential offerors and to determine whether to set-aside the requirement for small businesses.
The Naval Facilities Engineering Systems Command Marianas is seeking eligible firms capable of providing the following environmental indefinite delivery indefinite quantity (IDIQ) services: managing the day to day operations of a 26,000 sf (approximate) Resource Conservation and Recovery Act (RCRA) permitted Treatment, Storage and Disposal Facility (TSDF); management of seven (7) 90-Day Storage Facilities; daily management, collection, packaging and transportation of hazardous materials, hazardous wastes, and other regulated wastes such as, but not restricted to, used oils, asbestos, lead-based paint, and PCBs; and oil and hazardous substance spill response, cleanup, and disposal. The service area encompasses all Supported Components and Tenant Commands under Joint Region Marianas.
The North American Classification System (NAICS) code for this acquisition is 562112 with a size standard of $47M. Notice to potential offerors: All offerors who provide goods and services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov.
Interested parties who have the experience, skill, and capabilities necessary to perform the described services are invited to respond to this sources sought announcement by providing the following information no later than 12:00pm (Guam Time) on 25 October 2024, via email to Jerica A. Santos, Contract Specialist, at jerica.a.santos.civ@us.navy.mil:
1) Provide a cover letter that includes a point of contact and company name, address, telephone numbers, and email addresses.
2) Provide up to five projects that best demonstrate company experience relative to the types of work covered by this requirement. Projects should be representative of NAICS Code 562112, Hazardous Waste Collection.
3) Indicate your business size in accordance with FAR Part 19 and the NAICS Code 562112. Specifically indicate if you are a small business, 8(a) participant, HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business, economically disadvantaged women-owned small business, women-owned small business, or small disadvantaged business concern.
The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, no feedback or evaluations will be provided to companies regarding their submissions.
This notice does not commit the Government to issue any type of solicitation or award an ultimate contract, nor does it restrict the Government to a particular acquisition approach. The Government will not pay for information obtained through notice.
