    Minnesota IT Services, on behalf of Minnesota Department of Health (MDH) Infectious Disease Laboratory (IDL), intend to enter a 1-year/12-month agreement with an option to extend up to 12 months, with Orchard Software Corporation for enhanced support services tied to MDH’s Laboratory Information Management System (LIMS). This system is software-based and used to capture, track, report and manage samples for analysis. The system is used to eliminate possible transcription errors and is an integrated solution for modern laboratory operations. The Orchard (Harvest and Copia) software LIMS is a critical database for the section as it tracks samples from receipt to final report out and manages all laboratory data in between.

    The Agency has determined that this service is the only commercially reasonably available commodity product that meets its needs. The Orchard Software LIMS is a complex software tool that took 2.5 – 3 years to initially implement with an additional 3 years of customization and optimization of the product to meet IDL LIMS needs. This software was fully implemented on November 30, 2021. This is deemed a single source purchase because Orchard Software Corporation is the proprietary owner of their products and services, which are protected by copyright and trademarks. The required services are not available from a third party.
